With the highest level of integrity, the City Attorney’s Office seeks to provide quality municipal legal services to the city and its elected and appointed officials and employees to assist the city with accomplishing its goals and serving the community effectively. They do not provide legal advice to citizens. The office also prosecutes all Class C misdemeanors committed in College Station through the College Station Municipal Court. 
    Carla A. Robinson • City Attorney

    Carla A. Robinson is the City Attorney for the City of College Station and is the chief legal advisor, attorney and counsel for the city.

    Carla began her municipal career in 1996 as an Assistant City Attorney in College Station. In 1999, she joined the local firm, West, Webb, Allbritton & Gentry. Then in 2001, she returned to the City of College Station as a Senior Assistant City Attorney. In 2006, Carla was promoted to First Assistant City Attorney and then in 2011 she was appointed City Attorney.

    Carla earned a Bachelor’s degree from Southeast Missouri State University in 1977, a Master’s Degree in Public Administration from Texas A&M University in 1990, and her Juris Doctor from Baylor School of Law in 1995.
    Mary Ann Powell • Deputy City Attorney
    photo of Mary Ann PowellMary Ann Powell is the Deputy City Attorney for the City of College Station. She provides legal services to the city and occasionally acts as City Attorney in the event of the City Attorney’s absence.

    Mary Ann has worked for the city intermittently for approximately 10 years. In the past she served as City Attorney for the City of Sugar Land and for the City of Missouri City. When she was with the law firm Olson and Olson she served as City Attorney for several Houston area municipalities.

    She is a graduate of University of Houston Law Center, Houston, Texas where she received her J.D. degree and received her undergraduate degree from St. Louis University in St. Louis, Missouri.
    Adam C. Falco • Senior Assistant City Attorney I
    photo of Adam FalcoAdam C. Falco is a Senior Assistant City Attorney and Police Legal Advisor for the College Station City Attorney’s Office, focusing on public safety, litigation, prosecution, contracts, code enforcement, and technology.

    Adam graduated from Texas A&M University in 2003 with a Bachelor's degree in Political Science and he earned his Juris Doctor from Oklahoma City University School of Law in 2006. Adam was promoted to Senior Assistant in 2009 and has worked for College Station since 2007.

    Leslie A. Whitten • Assistant City Attorney II
    photo of Leslie WhittenLeslie A. Whitten is an Assistant City Attorney II for the College Station City Attorney’s Office, focusing on open records, easement dedications, contracts, public communication, and parks and recreation.

    Leslie earned a Bachelor’s degree in Psychology from Ouachita Baptist University, a Master’s Degree in Counseling from Henderson State University, and a Juris Doctor from Baylor School of Law. Leslie joined the City Attorney’s Office in 2014.



    Gavin Midgley • Assistant City Attorney I & Prosecutor
    photo of Gavin MidgleyGavin Midgley is an Assistant City Attorney and Municipal Prosecutor for the College Station City Attorney’s Office. Gavin earned his Juris Doctor from Texas A&M University School of Law in May of 2014.

    Before joining the College Station City Attorney’s Office in 2017, Gavin worked for a small East Texas law firm.
